There are several things I like in this photo. The model's being to the side makes the photo much more interesting, and I like the movement provided by the wind. Everything is pretty much in focus and then you see this unfocused swirl of hair, which makes the viewer really "feel" the wind. Her hair is partially covering her face, which further draws attention to the one eye that is looking directly at the camera.

I would recomend a little more refining of your use of light and shadows in order to avoid a sort of flat quality to the lighting. Overall, I like this photo but would suggest a few tweaks to punch up the wow factor. It borders on just being a snapshot rather than something that is to be submitted into the category of "fashion portraits."
